Donald Rumsfeld goes for 'cheekiest comment by a dictatorial superpower 2005' award with a warning to Iraq's governing council not to misuse it's powers of patronage. This from a government that tried to fill the Iraqi council with as many cronies that it could find that weren't wanted for too serious crimes of fraud, and who has a Vice-President who just happened to sit on the board of one of the companies to get the most work in the new Iraq.
